David Smith serves as the Executive Director of Georgetown Economic Services and is a Special Counsel in the international trade practice of Kelley Drye & Warren LLP.  Dave’s practice includes international trade and customs matters, with a special focus on unfair trade investigations under the antidumping and countervailing duty laws.

David counsels and represents domestic producers in unfair trade practice administrative proceedings before the U.S. Department of Commerce, International Trade Commission and U.S. Trade Representative’s Office.  He also advises on a variety of issues involving the U.S. Customs and Border Protection Services.  In addition, David represents his clients in appellate proceedings before the Court of International Trade and the Court of Appeals for the Federal Circuit.

David also provides general legal advice on a variety of other international trade matters, including trade remedy laws, the applicability of tariff preference programs, and matters before the U.S. Customs and Border Protection Service.  Notably, he advises on World Trade Organization rules, procedures and dispute settlements, most favored nation treatment, and international trade policy, negotiations and legislation.

David is dedicated to realizing the goals of each client he serves.  After decades of practice, David’s consistently favorable results in antidumping and countervailing duty cases bring many of his clients back again and again.  This has allowed David to develop close working relationships, and a high level of detail about how their companies work and the challenges they face.  David is appreciated for the ability to provide clients with actionable options which, particularly in the trade world, are critical to success.
